A meteoric rise?

Somewhere I read this phrase and found it quite odd. And this is not strictly oxymoronic in intent. A meteoroid glows when it falls right? Atleast I haven't seen of a meteoroid rising with a flash of brilliance, then why is this phrase so ubiquitous? Guess someone else also had a similar question - here is a detailed version of the quest of the particular author!
